Transmission Policy Reform and the Future Renewable Energy

Please join us this Thursday, July 28th, for our Panel Discussion, Transmission Policy Reform:  What does this mean for Renewables?  A quality group of experts will to shed light on how the Federal Energy Regulatory Commission (FERC) Order No 1000 will open doors for growth renewable industry.  This lunchtime panel will begin at 12noon at our NDN event space, 729 15th Street NW.

Bill White, of the Energy Future Coalition, is a well respected leader in the clean energy community.  Bill will outline the main provisions of the FERC ruling. 

Joe Kelliher was the Chairman  of FERC from 2005-2009 and currently the Vice President of the Florida based NextEra Energy.  Joe will give the perspective of NextEra Energy, a major wind developer.  His presentation will cover how the FERC ruling on regional cost sharing changes the picture for wind developers by ensuring a more balanced and fair cost allocation for the building of transmission lines which will enable more wind development nationwide.

Nina Plaushin is the Vice President of Federal and Legislative Affairs at  ITC Holdings, and will present  the perspective of transmission developer.  Her presentation will look at how the ruling creates a new framework where interstate, regional, and interregional transmission projects may be fully considered and then linked to cost allocation authority.  This new framework will allow large scale transmission proposals to receive a fair evaluation that accounts for all of the benefits they generate for an entire region.

Tom Vinson, Director of Regulatory Affairs at American Wind Energy Association (AWEA), represents the perspective of the renewable energy industry.  Wind’s growth has been phenomenal, in fact, the largest source of new energy generation installed. This FERC ruling will result in more reasonable costs for building new transmission lines enabling wind and other renewable resources to take a far larger share of the energy market.

Michael Moynihan, the Director of our Clean Energy Initiative, will address what this new ruling will mean for the broader public.  Building new transmission lines may not mean anything to the public in general but it might mean a great deal if they knew the positive implications of new transmission lines for cleaner energy

Personal loan rates to go up in future

Personal loans are set to become costly. Many banks have hiked rates on home, auto, education and personal loans for existing borrowers by up to 75 basis points. The lenders have hiked interest rates consequent to the hike in repo and reverse repo rates by the Reserve Bank of India (RBI).

The RBI, in its monetary review on July 27, raised the short-term borrowing (reverse repo) rate by 50 basis points and lending (repo) rate by 25 basis points. It, however, kept the cash reserve ratio, the portion of deposits banks are required to park with the central bank in cash, unchanged, due to the difficult liquidity position in the markets.

Analysts expect the RBI to further hike its short-term rates at its mid-quarterly monetary review on September 16, if the inflationary pressures exist. Inflation stood at 10.55 percent in June. Food inflation was 9.53 percent during the week ended July 24. Most banks have already hiked their benchmark prime lending rate (BPLR) by up to 75 basis points. The borrowers linked to BPLR will have a hike in interest rates.

Most of the public sector banks have hiked interest rates. Others are expected to follow suit in the coming weeks. As such, home, auto and education loans will get costlier in the coming weeks. Existing borrowers have the option to switch over to the base rate, below which the banks cannot lend.

From July, bankers moved to a new system – benchmarking their lending rates to the base rate – which has replaced the BPLR. As such, while fresh loans will be linked to the base rate, existing borrowings from banks are on the basis of the BPLR. Existing borrowers can also shift to the base rate system.

In fact, in the coming months, further BPLR hikes by banks cannot be ruled out. The rate situation will depend on the RBI’s policy measures. The global scenario adds another significant facet to the current economic conditions. Although the domestic economy looks quite strongly-positioned, the global situation needs to be considered before taking any policy actions.

It is a difficult task to monitor many factors on the global as well as domestic fronts, and their implications on the domestic economy. That is one of the reasons why the RBI is implementing monetary tightening measures in phases and with small steps.

The RBI will be reviewing various parameters of the domestic as well as global economy such as inflation, liquidity, economic growth, industrial growth, money inflows etc. The challenge would be to manage all these and maintain a balance between economic growth, inflation, interest rates and the currency valuation. Since changes in the monetary policy take effect over time, a few quarters, they need to be made with caution.

According to the RBI, there has been some moderation in food price inflation, but the price index of food articles continues to increase. This has spelt bad news for personal loan borrowers – especially floating rate borrowers. The personal loan rates on their loans have increased, resulting in higher EMIs and higher allocation towards interest as compared to the principal.

Further, presently, there seems to be no reprieve for personal loan borrowers in the coming months, unless and until inflation is brought under control and the inflationary pressures ease.
