While some good has come from it, there are a few things that have been pretty ineffective so far. The two things that frustrate Chris Hurn, the SBA 504 Loan Expert, the most are the First Mortgage Lien Pool (FMLP) Program and the SBA 504 Loan Refi Program. You probably know that at Mercantile Capital Corporation we are not proponents of “big government” and increased regulations, but these two programs could be extremely effective when it comes to helping small business owners and the US economy. Plus, they have to do with the SBA 504 loan program which is a zero-subsidy program — it’s funded by borrower fees, not subsidized by the government. Right now, both the FMLP and the 504 Refi Programs are in need of our help. Grading Obama and the GOP Hopefuls on their Plans for Jobs and the Economy

Last week’s GOP debate at the Reagan Library, followed the next night by the President’s address to Congress, throw into stark relief the strengths and weaknesses of each side’s understanding of job creation and the economy. The Republican hopefuls get a gentleman’s C on the impact of regulation on economic activity. But their approaches to the overall economy and job creation ranged from silly to dangerous, and earn them all F’s. The President has to produce results, and his ideas aren’t constrained by primary challengers. This may help explain why his approaches are broader and more thoughtful, earning him a solid B on the overall economy and an A-minus on job creation.

All of the Republican hopefuls — the two leaders Rick Perry and Mitt Romney, the so-serious minded Jon Huntsman and Ron Paul, and the media-infatuated Michelle Bachmann and the rest — agree on one economic prescription: Apply deep and immediate budget cuts to an economy generating little growth and no jobs. This common position not only defies the basic dynamics of supply and demand in a slow economy. It also rejects the policies of the last five GOP presidents. After all, it was true-blue conservatives Ronald Reagan and George W. Bush who justified big spending increases for defense and big tax cuts to boost the flagging economies of their own times.   

Nor are the Republican wanna-be’s chastened by the current examples of Germany, France and Britain, which all embarked on austerity programs this year while the European Central Bank (ECB) raised EU interest rates. The results have been even more anemic growth than our own. In fact, the two GOP frontrunners along with the inimitable Mr. Paul not only demanded deep spending cuts, but also sided with the ECB by denouncing Fed chairman Ben Bernanke as an inflationist. The markets they all claim to worship don’t see it that way, since our long-term interest rates remain near record lows. For their determined contempt of elementary macroeconomics, all of the GOP putative presidents flunk.

The current President at least appreciates that this economy needs a boost, not more headwinds. His package adds $ 450 billion over 12 months, in theory adding new demand equal to 3 percentage points of GDP.  In practice, it would work out to be less than that, since people will save some of the money they gain from lower payroll taxes, and some of the tax cuts for businesses won’t be taken up.  The administration also gets credit for recognizing that the sick housing market is a critical piece of the puzzle behind the slow economy. Their answer, however, missed a basic point: Mr. Obama called for expediting Fannie Mae refinancings to put more money in the pockets of some homeowners. That’s all for the good, but it won’t affect the more economically consequential, high foreclosure rates that have been pushing down housing values, and so dampening people’s willingness to spend.  On balance, give the President’s economic team a solid B on the overall economy.

Both sides also call for tax cuts to spur job creation. All of the GOP candidates, however, focus on cutting corporate taxes. Now, most economists agree that the corporate tax cries out for reforms, especially a lower marginal rate tied to ending distorting tax breaks for favored industries.  But no reputable economist who doesn’t aspire to a top position in the next GOP administration has found that those reforms would have noticeable effects on jobs in any short or medium-term. And with large U.S. businesses already holding some $ 1 trillion in banked profits, by what other economic logic would additional tax cuts move them to create jobs?

The only route from this GOP position to new jobs depends on lower corporate taxes translating into higher dividends, mainly for the very affluent, which they would then spend and so boost demand. Even so, much of those additional dividends probably would be saved, which wouldn’t create any jobs under today’s conditions. Moreover, the GOP hopefuls also insist on spending cuts to offset lower corporate tax revenues — and that would mean job losses. For their resolute ignorance of labor economics and public finance, these hopefuls score another F.

President Obama’s tax plan is both more detailed and better targeted to creating jobs. First, he would reduce the cost to businesses of creating new jobs and maintaining their current workers. To do this, he would temporarily suspend the employer side of the payroll tax for new hires by firms with about 1,000 employees or less, and temporarily cut by half all employer-side payroll taxes for firms with about 100 workers or less. This strategy is eminently sensible — and downright brilliant compared to the broad corporate tax cut championed by the Republican hopefuls. Full disclosure: I’ve urged the administration to propose cutting the employer side of the payroll tax for new hires since October 2009, including a dozen times in these blog essays.

The administration’s decision to limit these new tax incentives to small and medium-size companies is less than ideal, since big businesses employ nearly half of all U.S. workers. On the other hand, big businesses are sitting on hundreds of billions of dollars in banked profits, so they clearly have the means to hire more workers. On balance, these proposals deserve an A-minus.

The same score goes to the President’s call for more job-related, direct federal spending. This includes new funds for the states to prevent more layoffs of teachers, police and firefighters; new support for school construction; and additional investments in infrastructure (through a National Infrastructure Bank).  The jobs benefits from other parts of the plan may be more problematic, including the President’s otherwise sensible support for expanded access to high-speed wireless and public-private partnerships to rehab homes and businesses. There’s also little direct jobs benefit in the administration’s laudable plans to reform the unemployment insurance system and bar employers from discriminating in hiring against long-term jobless people. All told, another A-minus.

The Republican hopefuls still have time to develop better strategies for growth and jobs, especially compared to their current dismal positions. They’ll have to play catch-up, however, because President Obama has proposed a sound new jobs agenda. And if congressional Republicans refuse to work with him on it, the President can ensure that the public will know whom to blame.

Green Jobs not Materializing as Quickly as Anticipated

In spite of the fact that new “cleantech” sectors are having explosive job growth, real jobs are not materializing as quickly as anticipated.   Yesterday’s event, Sizing the Clean Economy: A National and Regional Green Jobs Assessment, at the Brookings Institution provided a compelling look at the reality of job growth and the green industry.   Mark Muro, a senior fellow at Brookings, states that this industry will only moderately contribute to new jobs for the next three to five years.  More innovation and new technology is needed for this industry to really take off and produce a wealth of jobs. 

It should be noted “green” or “clean” economy is very hard to define and these jobs cut across many sectors of the economy.  For example if you include all jobs that contribute to reducing carbon emissions, job growth was only 3.4% annually between 2003 and 2010. The larger growth has been in younger energy related segments of the green economy such as wind, solar, and smart grid whose jobs are growing at a fast pace, but their base is small.  These jobs are not materializing quickly because they require technical training due to the relatively new emergence of the cleantech industry.  More investment now in the cleantech industry will help to grown more jobs for the future.

Interestingly, the clean economy currently employs 2.7 million workers. While this may seem like a small number, in fact, it is larger than all the workers employed by the fossil fuels industry. The fastest growing metropolitan area for green jobs is in New York, Northern New Jersey, and Pennsylvania area which produced 152,034 jobs in 2010.

There is a lot of promise in the clean economy and even though it is not expanding as quickly as anticipated.  Investing in the clean economy now, however, will pay off in a couple years.

“The new, encouraging jobs report will force a new round of conversations in the coming weeks about where the American economy is today, and what the right national policy should be this year. 

As we prepare for this discussion, it is important to note that that plans the Republicans are currently promoting – hundreds  of billions of cuts to domestic discretionary spending, repeal of current health care law, permanent extensions of the Bush tax cuts and current estate tax rates – would lead to less growth, fewer jobs and more debt.

I think the country wants the opposite of this approach – more growth, more jobs, less debt.  The President’s new budget proposed such a plan, and Congress should work with him to enact it in the months ahead.”

Newly Passed Small Business Jobs Bill

 

Recently, a billion jobs bill passed whose aim is to relieve credit stress for small businesses across the country.  Before the president signs it, the bill passed in the Senate on a 61-38 vote will still need to be passed by the House.

 

The bill includes a billion fund to increase access to lending for small businesses, and billion in tax cuts. The Treasury Department will be authorized to manage the fund according to the bill.  The purpose behind the legislation is to provide community banks with a flow of capital because they are the financial institutions largely responsible for lending to the small business community.  The banks will give much needed capital and generous tax write-offs to Main Street. 

 

The Benefits of the Bill

Jobs: Supporters say the bill could create 500,000 jobs within the small business community, which, in turn, should give the economy a boost in the arm.

 

Loans: In current economy, credit has been difficult to come by.  This bill means that the loan you needed to support your business during these difficult times might be within your grasp now. 

 

Tax Cuts: In addition, the bill includes conditions under which small business owners may be eligible for tax relief, including one for the purchase of expensive equipment.

 

In short, the bill will not only improve chances of securing a loan from community banks, it will also stimulate grants for state-lending programs, which turn into loans.  For more information on loans and grants, see the below resources.

Single Mother Help – Importance of Education to Get Higher Paying Jobs for Single Mothers

Single mothers who did not finish higher education would most likely end up getting low income jobs. Welfare reform policies have also contributed to the financial instability and poverty that these single mothers are experiencing. In general, these welfare reform policies just encourage work and not education. Education is more important because it can help the single mother to get higher paying jobs.

Lawmakers are blinded by the fact that there are a lot of single mothers who are struggling at their work only to gain a little salary that is not even enough to meet the needs of the child. Good thing, new policies are submitted that will address the need for education of single mothers. This will counter the welfare reforms that promote work for the sake of having a work and disregarding education. Education is truly an important factor in landing to a higher paying job.

Low Income Single Mothers still Remain at the Bottom

A big percentage of single mothers have a low income that is not enough to provide all the needs of their child. Actually, there are three subdivided categories for single mothers who are working with a low income. The groups would be poverty cyclers, poverty leavers, and poverty returners. A single mother falls under the category of poverty cyclers when the income remains low and the poverty that is being experienced may have periods of remissions and exacerbations. As for the poverty leavers, they are single mothers who are able to leave poverty and completely stay out from it. This is the opposite of poverty returners who left poverty and returned and completely drown from it.

Because of the emergence of these three groups, a statistical study was conducted to determine what could have caused the incidents, especially for poverty leavers and poverty returners who have similar wages from the point that they have left poverty. The important finding in this study is that single mothers who are educated or who have received proper education were the ones who were able to completely leave poverty behind. Success comes after education. Aside from that, these poverty leavers are also physically healthier than poverty returners. Thus, adequate education and proper health care are two of the most important factors to become successful and leave poverty completely.

Aside from the two mentioned, there are also some minor contributing factors to poverty. One example would be having a healthy support system. Single mothers who have a healthy support system either from family members or support groups are more likely to be successful than those who do not receive any support. On the other hand, single mothers who married are also more likely to completely leave poverty behind.

The average monthly income for single mothers who leave poverty completely is ,000. Those who are struggling in poverty are earning at least ,000 a month while poverty cyclers are earning with an average of ,000 a month.

Quality Small Income Work can help in Leaving Poverty

Obviously, single mothers who have a stable job earn more. They are also the ones who are provided with health care benefits and insurance through their employers. Through these opportunities, they are more likely to leave poverty behind. Usually, single mothers who are successful in leaving poverty are professionals and those who have an adept knowledge in the technical field. Single mothers who are in the field of production are less
likely to leave poverty but this field is the one that is being promoted and encouraged by the welfare reform programs. Single mothers working in the field of production are also those who are not educated or did not receive a higher form of education. Thus, education is really helpful in the success of single mothers.

Single mothers who are struggling to survive poverty and those who are experiencing periods of remission and exacerbations when it comes to poverty often work in the production and service industry. A good example would be single mothers working in a seasonal restaurant. The largest sector in the service industry is primarily food service. Aside from that, construction jobs are also dominated by poverty returners and poverty cyclers.

With all the mentioned facts, it is very evident that in order to escape poverty, education is required.
