Poor Nations Lose in Watered-down Un Document

Diplomats at the United Nations finally reached agreement last night on a watered-down document to reform the organisation and tackle poverty just hours before leaders arrived for the start of a world summit.

This final draft, to be presented to the leaders for publication on Friday, fell far short of ambitious proposals for an overhaul of the UN which was set out earlier this year by Kofi Annan, the secretary general.

Development campaigners expressed disappointment at the lack of progress on aid, debt and, particularly, trade. Ambassadors at the UN, who have been engaged in tortuous negotiations for weeks, made one final push yesterday to find consensus but soon abandoned the attempt.

Instead, Jean Ping, Gabon’s ambassador to the UN and president of the general assembly, unilaterally removed all the remaining points of contention, leaving in place a bland final draft. It is far removed from the original plan to reform the UN to meet the challenges of the 21st century. The general assembly voted in favour of the final draft, which is unlikely to be changed between now and Friday.

About 149 leaders are scheduled to attend the summit, which would make it the biggest-ever world gathering. The general assembly will be addressed by George Bush this morning, and Tony Blair this evening.

Campaigners and diplomats who favoured a bold approach put much of the blame for the failure on John Bolton, the US ambassador to the UN, who introduced hundreds of late changes to the original document.

Mr Bolton said he was pleased with the final draft: “This is not the alpha and omega and we never thought it would be.”

The US ambassador, who had argued that UN reform was too important to be done in a rush, said: “It was only ever going to be the first step.”

Oxfam described the development section of the final draft as a “recycling of old pledges”. Save the Children said the chance of a historic breakthrough on poverty “had all but slipped through the fingers of world leaders”.

The final draft document shows progress has been made during negotiations on intervention to prevent genocide, but limited progress on the creation of two UN bodies, a human rights council and a peace-building commission. There is no new money for aid or debt relief, and the language on fair trade has been weakened. Nor has there been movement on climate change, arms proliferation or expansion of the security council.

The negotiations have been caught in a squeeze between Mr Bolton, and a group of countries that one diplomat referred to as “the awkward squad”, which includes Pakistan, Egypt, Sudan, the Palestinian Authority, Syria, Cuba and Venezuela.

Mr Blair, who will meet Mr Bush this morning, is worried that progress made at the G8 meeting at Gleneagles in July on aid and debt may end up being reversed.

The prime minister believes elections in Germany and Japan, together with the impact of Hurricane Katrina in the US, may make it more difficult to persuade G8 members to make good on their promises and to widen the Gleneagles agreement to other rich countries.

Although some development campaigners have criticised the government for exaggerating the success of the Gleneagles deal, Mr Blair believes he pushed the G8 as far as possible. A Downing Street source said: “We always said Gleneagles was just a beginning and it is going to take quite a fight to build on it. There is the risk of a backlash.”

In a Failing Government Structure the Incumbents Always Lose

After years of the majority of Americans being dissatisfied with the Bush administration and its policies, both foreign and domestic, the historic election of Barack Obama in November 2008 seemed like a breath of fresh air to many Americans. Certainly, with such a major shift away from the standard presidential candidate, we expected to see and feel positive change in the way the federal government operates. Yet nearly two full years into Obama’s first term and with a Democratic majority in the House and Senate, things seem increasingly unsettled and just as many Americans seem upset about the Obama administration as the previous one.

It doesn’t take a savvy political analyst to understand that the problem is not with the Obama administration or the Bush administration. The problem is with the structure and machinations of the U.S. government as a whole. Rest assured, the core values and original vision of the U.S. government as constructed by the Founding Fathers are sufficient to serve as the foundation for successful governance, with some obvious exceptions.

But as that original structure has grown, morphed and expanded its reach into every aspect of our lives, it’s becoming more and more clear that the system itself is what is in need of change. And politicians, in their current form, are unable to effect real change in government. The reasons for that are complex in some ways, but to simplify them is to say that changing the current system means taking away the vast majority of the advantages of the politicians required to make the change in the first place. In short, in order for real change to occur, politicians will have to vote against themselves and their own personal prosperity – and it’s unreasonable for us to expect that to happen.

Government in the United States – at the local, state and federal levels – is stagnant. The policies and the programs that are in place are generally wasteful and poorly managed. It has become accepted and even expected practice for government agencies to bloat and become wholly inefficient. For the general public, dealing with government agencies is always difficult and unnecessarily illogical, yet the vast majority of us simply accept that as being the way things are.

Because few political offices hold term limits – and term limits are practically non-existent at the legislative level – our government is fraught with career politicians. When the structure of the U.S. government was initially designed and debated, it was done so without a true understanding of what could happen when lawmakers are allowed to hold office for the majority of their lives. Even though legislative positions at all levels do not hold the prestige and recognition of executive level positions in government, the power that comes with them is at least as functional, if not more so. As a result, career politicians at the federal legislative level end up creating relationships with organizations, groups and individuals who are trying to advance specific pieces of legislation or who are opposed to other specific pieces of legislation. In exchange for their support, lawmakers are often rewarded financially in the form of campaign contributions and other perks, which help to ensure that they will remain in office after the following term’s elections.

In recent decades, we’ve seen the government become much more self-serving and the vortex that has been created by the endless cycle of government growth funded by American taxpayers and incalculable foreign debt must be fed in order to survive. The term “too big to fail” is essentially the perfect description of the U.S. government, although it is likely that something is going to fundamentally break down within the next decade that will force change in a way that does not involve operating within the current government structure.

Trap a Dragon, Mr Bush, and Lose an Election

Ra-ra skirts are back in fashion, the housing market is heading for a crash, and a Republican administration is blaming a powerful Asian economy for stealing American jobs. Welcome to the 1980s.

China-bashing is on the rise in the United States. Some members of Congress want the administration to slap tariffs on Chinese imports to protect American manufacturers from competition. They say China’s policy of pegging its currency to the dollar is giving it an unfair advantage, and that the administration must act.

China’s currency policy seems to becoming an international obsession to explain the myriad other problems in the world economy. Japan has been blaming its giant neighbour for its economic difficulties for a while, and now European nations are getting in the act. Last week Italy’s finance minister called for tariffs on Chinese imports.

Back in June, US treasury secretary John Snow succeeded in persuading finance ministers from other leading world economies to sign up to a joint statement arguing that exchange rates should be left to the market.

The greenback promptly dived against all the other major currencies, as traders took the statement as a signal that Washington has abandoned its strong dollar policy. With China’s remnimbi pegged and other Asian countries intervening to prevent their currencies rising, most of the adjustment burden has fallen on the euro.

But Beijing’s Washington watchers could be forgiven for some confusion about what the Bush administration’s real strategy is.

When the dollar’s fall becomes too precipitous, Mr Snow repeats the familiar mantra about the importance of a strong currency. Nobody in the markets quite knows what it means anymore, but just in case it could signal a burst of intervention, they take cover and stop selling greenbacks.

Last week Mr Snow declined to add China to a list of countries that manipulate their currencies – a move which would have the opened the door to punitive tariffs.

He told the Senate banking committee that the diplomatic approach was working and there was no need yet for harsher measures. It’s hard to see where he gets his confidence in the power of US financial diplomacy from, though. When President Bush raised the issue with the Chinese premier, Hu Jintao, at a summit of Asian leaders two weeks ago he got a pretty direct rebuff. American sources said afterwards that China had privately indicated it would eventually move to a floating regime, but without a timetable that’s not much comfort for US exporters.

In fact, the real target of the megaphone diplomacy seems to be the American electorate. For an administration looking for a scapegoat for the failure of the economic recovery to create jobs, China is an easy target. The White House wants to get the message across that it is doing something about the China problem without backing Beijing into a corner.

Administration officials know that a rise in the remnimbi would not necessarily be good for America if it choked off Chinese growth. Although it runs a large trade surplus with the US, overall China imports almost as much from the rest of the world as it exports.

Along with India, China is one of the few sources of world demand outside the US. A 20% rise in remnimbi would actually cut world growth, according to National Institute for Economic and Social Research, and would have a small negative effect on the US economy.

There’s no doubt that some of the rhetoric is a rebuff to Beijing for joining the G20+ group of developing countries that proved an implacable opponent at the recent world trade talks in Cancun. Without China, the group would have had much less influence over the direction of the negotiations that saw developing countries refuse the agenda of the west.

The collapse of Cancun was a low point for global economic cooperation, and judging by the tone of the rhetoric since September, the climate is only going to get worse.

As Phil Evans of the Consumers’ Association points out in his submission to MPs on why Cancun failed, it’s a mistake to think about trade as a foreign relations issue with domestic consequences. Trade is about domestic policy, first and foremost.

With a presidential election less than a year away, domestic political considerations are top of politicians’ minds. There will be more angry rhetoric from the White House against Beijing. The American election will be won or lost in the rustbelt states of the north-east that are suffering the most from competition from China.

Some might argue that so long as the White House sticks to words not tariffs, none of this China-bashing matters. Maybe. More likely, the blame game will help erode what little faith remains in America in any sort of multilateral economic cooperation.

It’s a mistake to see the members of this administration as conservatives. When it comes to international institutions, they are Thatcherite radicals prepared to steamroller the status quo. The World Trade Organisation was always seen as the one institution in which the Bush administration could see the point of, but after Cancun, US trade representative Bob Zoellick made it clear America was prepared to walk away from global trade talks and pursue bilateral and regional trade deals if developing countries held their line on demanding sharp cuts in western farm subsidies.

In fact, the retreat was being prepared ahead of Cancun. Mr Evans says the US was notably not engaged in the Cancun talks – compared with its stance at the Doha launch of the talks two years earlier, where Mr Zoellick made significant concessions. Doha was held in the shadow of the September 11 terrorist attacks and marked a high point in American multilateralism. It’s been downhill ever since.

There not much comfort to be had from listening to the Democrat candidates, either. Two of the front runners, Howard Dean and Dick Gephardt, are unashamed protectionists, and even the traditionally liberal Joe Lieberman is muted on the subject.

There’s no substantive grass roots campaign for fairer trade in America because advocacy groups for developing countries have linked themselves with lobbyists protecting small US farmers. As a result, the opposition to present policies is dominated by the anti-trade agenda of the anti-globalisation movement.

The go it alone policy is a dangerous game for America to play. National economies are more closely linked than they were 20 years ago. Japan and China alone bought $95bn (£56bn) worth of US treasuries in the first half of the year as part of their intervention strategy.

If Asian countries stopped buying US debt, long term US borrowing costs would skyrocket. By propping up its currency, China is helping keep mortgage costs low for Americans. When US diplomats put down the megaphone, Beijing no doubt quietly reminds them that “vote Republican for higher mortgage rates” isn’t exactly an election winner.
